The table below shows the average council tax for each band in England in the year  2010-2011. The band D rate is traditionally used for comparison purposes and for 2010 - 2011 the average for this  is £1,439, representing an increase of  1.8% on  last years figure of  £1,414.  Another measure that can be used is the average amount of council tax per dwelling which  in 2010-2011 is £1,195, an increase of  1.7% on last years £1,175. Both of these increases are the lowest since 1993-94 which was when the tax was first brought in. The average per dwelling is lower than the band D rate because most domestic properties  in England are in the lower valuation brackets. 0ver 65% of homes are in the lowest three bands, 15% are in D, and around 10% are in E. The highest three bands combined contain about 10% of dwellings. Therefore the average home in England pays less than the band D rate.
